The International Center for the Protection of Human Rights and Democracy, founded by Stanislav Pavlovschi, is an NGO dedicated to safeguarding human rights and promoting democratic principles globally

Stanislav Pavlovschi, former Minister of Justice of Moldova and former judge of the European Court of Human Rights, founded the International Center for the Protection of Human Rights and Democracy (ICPHRD) with a resolute vision. Motivated by a deep commitment to promoting the rule of law, democracy, and human rights, Pavlovschi recognized the need for a dedicated institution to address these critical issues in Moldova, Eastern Europe and internationally. The ICPHRD aims to identify gaps in governmental activities, provide objective monitoring, and inform both Moldovan society and international partners about necessary improvements.

Under Pavlovschi's leadership, the Center seeks to examine the state of human rights, democracy, and the rule of law in Moldova and worldwide, propose and contribute to concrete steps for improvement, and enhance mechanisms for the protection of fundamental freedoms. The ICPHRD's methodology includes rigorous data collection, stakeholder interviews, and the analysis of best practices, all with the goal of fostering a more just and democratic society.

Mission Statement

  • The ICPHRD is dedicated to promoting and safeguarding the rule of law, democracy, and human rights in Moldova and at a later stage, across Eastern Europe.
  • The ICPHRD shall strive to identify gaps and shortcomings in governmental activities, provide objective monitoring, inform Moldovan society and international partners, and make recommendations for improvement.

 

Objectives

The overall objectives of the ICPHRD are:

  • To examine the situation in the areas of human rights, democracy, and the rule of law in Moldova.
  • To identify gaps and shortcomings in governmental activities.
  • To monitor media freedom and diversity in Moldova and across Eastern Europe while identifying ways to increase freedom of expression as underlying and basic principle for any democracy.
  • To propose concrete steps for improvement.
  • To contribute to the fulfillment of proposed steps.
  • To improve the protection of human rights and fundamental freedoms by establishing and operating effective mechanisms for their protection.
  • To enhance efforts in preventing and combating corruption through the development of effective civil and administrative mechanisms.
  • To address issues related to law reforms and the rule of law in Moldova by focusing on problems within the justice sector and rejecting practices that limit political and civil rights under the pretext of legal reforms.

 

Methodology

  • The ICPHRD shall collect publicly accessible information from various sources, including international institutions, Moldovan civil society organizations, and media outlets.
  • Interviews with national and international stakeholders shall be conducted to gather insights.
  • Judgments delivered by relevant international and national courts shall be studied.
  • Best practices from other countries shall be analyzed and utilized.
  • Surveys to identify societal needs shall be considered.
  • All collected information shall be analyzed to formulate relevant proposals.
